There have now been 63 protesters and bystanders killed in two months of violent demonstrations and police reactions in the mostly Muslim region since the 11 June killing of a teenager in the summer capital of Srinigar.
The Indian government suggests the unrest is being whipped up by separatists and militants.
Heavily-policed Kashmir has been under rolling curfews to contain the demonstrations.
Also on Monday, police issued a statement saying suspected militants shot dead three people on Sunday evening in southern Kulgam and Pulwama districts.
"This action of militants has evoked resentment among the people of the area," the statement said, adding that people were protesting the violence during the holy month of Ramadan.
Ramadan, which began 12 August, has seen increased violence as some believe they will be specially rewarded if they die fighting during this period.
